Job Description:

This position is part of the Administrative Services Division Management Team and provides both technical and administrative supervision to administrative generalists. This position is charged with developing and monitoring Risk Management Programs, Records and Information Management program, Liability Insurance Program, Business Continuity Program, Health and Safety Program, Contract Monitoring, Facilities Maintenance, Procurement, and performing General Management duties. This position may make decisions and recommendations on matters concerning budget, risk management, special studies, and other programs which the incumbent is charged with developing. The incumbent in this position may be cross-trained in several functional areas to enhance the overall effective management of the Administrative Services Division.SELECTION REQUIREMENTS:Five (5) years of experience in a general administrative staff or specialized staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedure, program, facility planning, or risk management.A Bachelor degree from an accredited college or university may be equated for three (3) of the five (5) years of the required experience.-OR- Two (2) years of experience at the level of Administrative Assistant III, LACERA.LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.PHYSICAL CLASS II Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting. Considerable walking may be involved. DESIRABLE QUALIFICATIONS:---Demonstrated experience supervising, planning and organizing the work of staff responsible for facility support services that includes maintenance, renovation, and acquisition of office space. ---Demonstrated experience supervising, planning and coordinating the work of staff responsible for purchasing equipment, supplies and services, including the coordination and development of formal and informal bids. ---Demonstrated experience developing, implementing and administering an insurance program for an organization to include understanding and evaluating insurance policies, assessing risk and executing purchases. ---Demonstrated experience experience managing the life cycle of an organization's records, to include establishing and developing policies and procedures for record retention and disposal, managing the document storage and retrieval process and providing advice and training to staff on records management requirements. ---Demonstrated experience designing, developing and managing a Business Continuity Program (BCP) to include developing procedures, coordinating BCP tests, and documenting test results. ---Demonstrated experience analyzing complex problems, evaluating alternatives and implement creative recommendations for solutions to problems, procedures and programs. ---Demonstrated strong interpersonal skills, strong written and verbal communication skills, to include making effective oral presentations and preparing clear, concise and complete written reports. ---Demonstrated project management experience, including working on severalassignments simultaneously, setting priorities, meeting deadlines, and workingindependently within established guidelines. ---Ability to establish and maintain effective working relationships and to workcollaboratively with staff at all levels. ---Strong computer and data tracking skills, experience using Microsoft Office Applications including Excel, Word, and Power Point.Knowledge of: Policies and procedures related to records management, health and safety, risk management including liability insurance, business continuity, facilities management; and procurement; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills using tact, patience, and courtesy; customer service skills; principals and applications of the Microsoft Office Applications including Word, Power Point and Excel.Ability to: Communicate clearly and effectively, orally and in writing; establish and maintain effective relationships with public and with other staff internally and externally; understand and follow oral and written directions; provide leadership; work with minimum supervision; plan and organize their work and the work of others; and operate a personal computer utilizing Microsoft applications such as Word and Excel.Those applicants, who meet the Selection Requirements AND most closely match the desired qualifications, will be invited to participate in the examination process.EXAMINATION CONTENT: This examination will consist of:Part I: An qualifying evaluation of application information and the desirable qualifications.Only the highest qualified applicants as determined under Part I, will be invited to continue in the examination process under Part II.Part II: An Appraisal (Oral) Interview weighted 100%.Those candidates which are determined eligible for hire under the Los Angeles County's Civil Services Rules may be invited to the selection process which may be comprised of a selection interview and/or job related assessments.All applications must be submitted online through our vendor.
