Job Description:

The Principal Engineer (Water Delivery) is a section head in an engineering division with responsibility for planning, organizing, directing and reviewing the work of staff engaged in the preparation of plans, specifications, designs, estimates, schedules, inspections, surveying, and project management activities for a variety of projects and programs. The Principal Engineer will be involved with the Water System Resource Plan ("WSRP"). The 2020 WSRP is a 25-year strategic comprehensive planning guide meant to succeed the 2002 Water System Master Plan and the 2011 Water Integrated Resources Plan. The WSRP includes a number of projects with a total estimated cost of approximately $430 million over 25 years through 2045. This amount includes $250 million to address the existing backlog of repairs and replacements and additional projects to increase the groundwater basin sustainable capacity, improve the water system, and address uncertainties in supply, regulations and demand.
The ideal candidate will have the ability to take initiative and use independent judgment in negotiating, prioritizing project activities, exercising cost and budget controls, and in ensuring the coordination, quantity and quality of work performed in accordance with project goals. The incumbent will have strategic perspective that will aid them in obtaining long-term organizational goals. The Water & Power Department is seeking a Principal Engineer with strong supervisory skills and the ability to communicate effectively in any form.

  • Plans, organizes, directs and reviews the work of professional and para-professional engineering team in the long-range planning efforts to build a reliable and sustainable water supply and water system;
  • Implement -actions -and -recommendations -outlined -in -the Water System Resource Plan;
  • Serves as project manager or project engineer on capital improvement projects; prepares descriptions; defines job scope;
  • Confers with other professional and technical staff; coordinates work with other City departments, outside agencies, contractors and consultants;
  • Develops and monitors systems and procedures for contract administration to ensure compliance with technical and legal requirements; prepares bid documents; reviews proposals; participates in the selection of consultants and contractors; prepares, reviews and approves contract documents and reports, plans and specifications; estimates construction costs and time requirements; provides engineering services and consultation to a variety of field and office personnel; oversees the construction inspection and survey of various types of maintenance and construction projects; reviews and approves progress payments and change orders; reviews contract close out;
  • Performs difficult engineering work, contract administration, highly specialized design, research, analysis and economic evaluations; prepares and submits a variety of documents and reports including agenda and project reports; prepares complex grant applications for project funding from various governmental agencies; maintains administrative and engineering records;
  • Participates in the development and administration of the Capital Improvement Program and Operating division budgets; monitors and ensures cost containment within project and section constraints; formulates cash flow projections;
  • Supervises and evaluates the work performance of subordinate personnel; provides staff training and professional development programs; trains staff in specialized system applications; provides counsel and administers discipline to subordinates;
  • Develops and maintains effective working relationships with contractors, vendors, outside agencies, the public and City staff; represents the City at public and joint powers meetings. Qualification Guidelines COMPETENCIES

    Graduation from college with a major in engineering and four years professional experience in the field of engineering design, field surveying, engineering inspection, water quality, or engineering and architectural plan checking, including two years supervisory experience.
    The selection process may consist of training and experience evaluation, interview panel, department-level interviews.
    Probationary work period is 12 months.
    There is currently one (1) vacancy in the Water Delivery Division of the Water & Power Department. The resulting eligibility list from this recruitment may be used to fill similar vacancies in the future. Special Requirements Must have a valid Certificate of Registration as Professional Engineer issued by the State of California.

    Must possess a Class C California driver's license and a satisfactory driving record.
