Job Summary

The Sector Focus Specialist is responsible for developing and implementing workforce initiatives designed to meet the labor needs of high-demand industries. This role involves conducting labor market analysis, creating sector-specific workforce strategies, and collaborating with employers and educational institutions to bridge skills gaps. By developing industry-focused training programs and career pathways, the Specialist ensures job seekers are equipped with the skills and opportunities needed for sustainable employment and career advancement.

Key Responsibilities

Sector Strategy Development

Conduct labor market analysis to identify in-demand industries and workforce skill gaps.
Develop and implement workforce strategies tailored to meet specific sector needs.
Ensure workforce programs align with WIOA objectives, local labor market demands, and compliance standards.

Employer and Industry Engagement

Establish partnerships with employers, industry associations, and training providers to develop workforce solutions.
Serve as a primary liaison between employers and the workforce program, facilitating job placements, apprenticeships, and internships.
Promote workforce services to employers, emphasizing the benefits of hiring from the program's talent pipeline.

Program Development and Coordination

Work with educational institutions and training providers to develop sector-specific training programs.
Design and coordinate work-based learning opportunities, including apprenticeships and internships.
Monitor the effectiveness of sector-focused programs and adjust strategies to improve participant outcomes.

Participant Support and Career Pathway Development

Guide job seekers in navigating sector-specific career pathways.
Assist participants in developing the necessary skills and qualifications for success in their industry.
Provide career counseling, resume-building, and interview preparation tailored to specific sectors.

Data Management and Compliance

Track and analyze program data, including job placements, retention rates, and participant outcomes.
Ensure compliance with WIOA regulations and maintain accurate records for continuous improvement.
Prepare reports and presentations demonstrating program impact and areas for improvement.

Community Outreach and Advocacy

Conduct outreach efforts to promote sector-focused workforce programs to job seekers and partner organizations.
Advocate for workforce needs within local workforce boards, chambers of commerce, and community forums.
Represent the program at industry events, job fairs, and networking forums to enhance visibility and engagement.

Qualifications

Bachelor's degree in Workforce Development, Business, Public Administration, or a related field (preferred).
Minimum of three years of experience in workforce development, industry engagement, economic development, or a related field.
Knowledge of WIOA guidelines, labor market trends, and workforce compliance requirements.
Strong analytical skills with the ability to interpret labor market data and workforce trends.
Experience building partnerships with employers, educational institutions, and community organizations.
Excellent relationship-building and communication skills.
Strong organizational skills, problem-solving abilities, and attention to detail.
Ability to work independently while collaborating with diverse stakeholders.
Must obtain Certified Workforce Development Professional (CWDP) certification within 12 months of employment.

Physical Demands and Working Conditions

Ability to stand, sit, bend, and reach for extended periods.
Occasional lifting, pushing, or retrieving materials as needed.
Manual dexterity required for operating computers and office equipment.
