Job Summary
The Targeted Population Focus Specialist is responsible for
designing and implementing workforce development initiatives that
support job seekers facing employment barriers, including
individuals with disabilities, veterans, ex-offenders, and other
underserved groups. This role focuses on program development,
community outreach, employer engagement, and career support to
ensure that workforce services lead to sustainable employment
opportunities.
Key Responsibilities
Program Development and Implementation
Develop and implement workforce programs tailored to the needs of
targeted populations.
Create customized career pathways, training programs, and support
services to address employment challenges.
Ensure program alignment with WIOA objectives, labor market
demands, and compliance standards.
Outreach and Community Engagement
Conduct targeted outreach to identify and engage individuals who
can benefit from workforce services.
Establish and maintain partnerships with community organizations,
social service agencies, and advocacy groups.
Represent the program at events, workshops, and community forums to
promote available services.
Supportive Services Coordination
Identify and coordinate essential supportive services, including
transportation, childcare, housing, and healthcare resources.
Work with case managers and support staff to connect participants
with appropriate services.
Track referrals and monitor participant progress, adjusting
services as needed.
Employer Engagement and Partnership Development
Develop relationships with employers committed to inclusive hiring
practices.
Collaborate with businesses to create internships, apprenticeships,
and job placement opportunities.
Advocate for training and placement of program participants based
on employer needs.
Participant Support and Career Guidance
Provide individualized career coaching, job search assistance, and
resume-building support.
Assist participants in interview preparation and job application
processes.
Monitor participant progress and job retention, providing ongoing
career guidance.
Data Management and Compliance
Maintain accurate records of participant data, program outcomes,
and key performance indicators.
Ensure compliance with WIOA regulations and workforce program
standards.
Analyze program data to assess effectiveness and improve service
delivery.
Qualifications
Bachelor's degree in Workforce Development, Business, Public
Administration, or a related field (preferred).
At least three years of experience in workforce development,
economic development, or a related field.
Knowledge of WIOA guidelines, local labor market trends, and
workforce compliance requirements.
Strong analytical skills with the ability to interpret labor market
data.
Experience developing employer partnerships and coordinating with
community organizations.
Excellent relationship-building and communication skills.
Strategic thinking and problem-solving abilities.
Strong organizational skills and attention to detail.
Ability to work independently and collaborate with diverse
stakeholders.
Completion of CWDP certification within 12 months of
employment.
Physical Demands and Working Conditions
Ability to stand or sit for extended periods.
Occasional bending, reaching, lifting, and moving materials as
needed.
Manual dexterity required for operating computers and office
equipment.
