Job Description:
CALSTART is growing! We are looking to hire a Technical Project
Manager II Bus Infrastructure Support to manage technical
assistance and support toward the development and implementation of
electric charging and hydrogen fueling infrastructure projects
across vocational medium- and heavy-duty bus platforms. You will be
responsible for managing infrastructure technical support
activities for California and other state infrastructure deployment
and incentive administration projects. Primary focus will be
supporting technical assistance needs as it relates to fleet
participation in the California Energy Commission's EnergIIZE
Commercial Vehicles Project and California Air Resources Board
Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project
(HVIP). The Technical Project Manager II will report to the Deputy
Director of ZEV Infrastructure Technical Assistance Program.
The Technical Project Manager II will:
Develop and manage technical support strategy and provide technical
assistance for commercial ZEV infrastructure projects.
- Lead technical assistance program tailored to the commercial
ZEV infrastructure needs of key fleet vocations including transit
and school bus.
- Develop framework for technical advisory for improved team
technical assistance across vocations, and technical assistance to
potential and awarded fleet incentive participants.
- Provide guidance to project administration team on technical
considerations and vocational suitability for incentive project
design, application document development, participation
requirements, outreach methodology and approach, and needed
coordination between infrastructure and vehicle incentive
projects.
Manage stakeholder engagement and technical assistance training
workgroups to increase project participation and advance market
transformation.
- Manage stakeholder engagement activities that provide tailored
technical support for commercial ZEV infrastructure for transit and
school bus fleets.
- Activities may include organizing and managing technical
workshops on commercial ZEV infrastructure planning and deployment,
facilitating, or speaking on informational or technical webinars,
or leading focused working group activities tailored to vocational
needs of transit and school bus fleets.
- Coordinate the development of project engagement strategy(s)
and outreach to support development and ongoing project
improvements, awareness building for project participation,
technology and infrastructure needs assessment, identification of
barriers and solution-finding, and market transformation strategy
development and implementation.
- Develop relationships with vocational fleets (transit and
school bus), infrastructure solution providers, utilities, state
agencies, community organizations, non-profit organizations and
other critical partners involved in ZEV transportation planning and
implementation.
Manage resource hub for commercial ZEV infrastructure technical
assistance program.
- Support development and operation of Clean Fuels and
Infrastructure's resource and technical assistance hub
"Infrastructure Readiness Center" (IRC) for initiative incentive
projects.
- Contribute to resource and collateral development, technical
assistance training, customer support, technical support
monitoring, and reporting.
- Manage and coordinate ongoing evaluation of infrastructure
technology developments and deployment strategies for electric
charging infrastructure.
- Track technology and solutions and share with organization and
team to support technology advancement.
- Track technology standards for electric charging and hydrogen
refueling stations and deployment requirements, understanding the
requirements for permitting and site host agreements, tracking
state and federal policies on infrastructure for commercial ZEV
vehicles and understanding and communicating with CALSTART and
external partners important information on those technical
requirements.
Provide guidance and support on technology standards, policies, and
technical requirements for infrastructure technology.
- Track technology standards for electric charging and hydrogen
refueling stations and deployment requirements, understanding the
requirements for permitting and site host agreements, tracking
state and federal policies on infrastructure for commercial ZEV
vehicles and understanding and communicating with CALSTART and
external partners important information on those technical
requirements.

Qualifications:
- A Bachelor's degree in engineering, environmental sciences,
sustainability, business administration, policy, related field, or
equivalent training and years of experience.
- 3-5 years of experience working in clean transportation and
management of zero emission vehicle projects and programs.
- Experience with technology development and demonstration
projects.
- Experience with zero emission vehicle/infrastructure
incentive/deployment programs, including experience with bus
infrastructure deployment.
- Experience working with community-based organizations and
applying strategies to promote equity and environmental
justice.
- Exceptional ability to organize and engage with a broad set of
stakeholders and to move discussions to consensus and action.
- Strong negotiator and ability to engender trust with
stakeholders.
- Knowledge of vocational fleet vehicle and infrastructure needs
for bus fleets.
- Knowledge of electric vehicle charging technologies and
deployment requirements with utility connections.
- Strong technical project management skills including the
management of operational plans, goals, objectives, project scopes
with tasks/deliverables and timelines.
- Strong technical analysis skills.
- Exceptional writing, presentation and speaking skills.
- Strong skills with use of Microsoft excel for analysis, charts
and graphs.
- Knowledgeable about light, medium- and heavy-duty, e-mobility
and infrastructure programs including electric charging and/or
hydrogen refueling.
- Knowledge of vocational fleet vehicle and infrastructure needs
for bus fleets.
- Knowledge of V2G EV Infrastructure and the requirements for
utility connections.
- Strong technical project management skills including the
management of operational plans, goals, objectives, project scopes
with tasks/deliverables and timelines.
Desired Skills and Experience:
- Advanced degrees in engineering, urban planning, environmental
management, sustainability, business, public policy, or other
related fields of research
- Project management certification PMP or PMI or equivalent
- Experience in standards development organizations such as SAE,
ANSI.
- Experienced Quality Engineering or Manager, Six-Sigma
certification from American Society of Quality
- Strong understanding of Total Cost of Ownership (TCO) for
zero-emissions vehicles, EV infrastructure and hydrogen refueling
systems.
- Knowledge and experience with state policy and federal rules
and regulations impacts on customer and ZEV related purchase
decisions.

maximum) the job level of the job announced. We determine pay based
