The project is seeking a Mirror Technical Manager to lead the technical activities of the contract management team for the Secondary Mirror Subsystem (M2), which includes the Adaptive Secondary Mirror (ASM) and Fast Steering Mirror (FSM) of the telescope.--The successful candidate will be of a team of engineers to manage the contracts to design, build and test of the secondary mirrors.This position will report to the M2 Team Lead and will work closely together with the Cost Account Manager (CAM) to manage the suppliers cost, schedule and technical performance.The Mirror Technical Manager will be responsible for all technical aspects of leading the adaptive secondary mirror team and the subcontractor including: writing and reviewing statements of work, technical requirements, interface control specifications, proposal evaluations and other procurement related documentation as well as leading the design and production reviews of the contractor utilizing independent review teams and the technical staff.--This role will also work with procurement and the contractors to negotiate contract cost, schedule, technical, terms and conditions.In addition, the Contract Technical Manager will manage contract technical performance, disposition technical issues, and review and approve supplier deliverables.This position will be supported by the M2 System Engineer and Design Engineers for requirements development and technical issues.The Mirror Technical Manager will also generate presentations and reports for project meetings, reviews, and conferences.This position requires experience in working with multidisciplinary teams that have successfully delivered complex, high-precision opto-mechanical systems and experience with adaptive optics in the 1-meter diameter range is highly desired.--The candidate must be capable of working closely with engineers, suppliers, partners, and the--Procurement group.Experience in project management, leading technical teams, subcontractor management, coordinating tasks among--engineering disciplines such as mechanical, electrical, optical or physics are necessary in this position.--Experience with optical fabrication of large optics is highly desirable.This position will require travel to various contractors and member locations, as well as the site in Chile.Essential Duties and Responsibilities: Responsible for managing the design and fabrication and testing of the adaptive secondary mirrors at contractor facilities.-- This includes preparation of statements of work, requirements and interface control documents, supporting the proposal evaluation and contracting processes. Manage the technical performance aspects of the team and contractor team to ensure effective communication with the contractors and that the products meet all requirements with-in the cost and schedule of the contract.-- Lead and track technical tasks with support from engineering subject matter experts. Manage the contractor's cost, schedule, technical performance and risk and provide monthly reporting for the EVMS process. Ensure contractors comply with quality assurance and safety requirements. Write reports and prepare and deliver presentations associated with the adaptive secondary mirror contract. Support factory integration and testing of the secondary mirrors at contractor's facilities and potentially the site acceptance testing in Chile.Required Qualifications: A minimum of an BS degree in Mechanical Engineering, Electrical Engineering or equivalent technical discipline. At least 10 years of experience in program and contract management for the fabrication of large mechanical and opto-mechanical systems. Demonstrated experience in the successful contract management and delivery of large, complex optical or opto-mechanical systems for scientific or defense applications. Demonstrated experience in opto-mechanical design. Demonstrated knowledge of optical specifications and optical metrology techniques. High level of written and oral communication skills. A cooperative team player who strives to make the team(s) successful. Ability to coordinate and negotiate requirements and interfaces with systems engineering and other project disciplines. Knowledge of technical contract management and quality assurance methods. Knowledge of EVMS and schedule management. Flexibility to work outside of core business hours and travel to member locations, vendor premises and the site in Chile when necessary.Preferred Qualifications: An MS degree in Mechanical Engineering, Electrical Engineering or equivalent technical discipline. 15+ years of experience with the manufacturing and fabrication of precision electro-optic systems. Experience with 1-meter class adaptive optics or fast steering mirrors. Experience in controls for opto-mechanical systems. MBA or equivalent business degree or certification in program management. Demonstrated leadership and management skills in large projects and/or international project collaborations. Experience in product and quality assurance requirements for precision opto-mechanical systems. Experience in optical fabrication for large optics.
