Job Description I. PRIMARY RESPONSIBILITIES A. Receive and ensure that preliminary investigations of allegations of elder/dependent adult abuse in long-term care facilities occur timely and within program standards. B. Train, assign, supervise, and evaluate Advocates. C. Recruit, train, assign and supervise volunteers and interns. D. Provide supervision to MSW interns within the program. E. Ensure that all complaints are being handled according to program guidelines. F. Ensure that facility coverage plan is implemented. G. Ensure 90%-100% of facilities are visited at least once a quarter. If that standard cannot be met provide supporting evidence as to the reason and a plan for meeting that requirement. H. Collect and report accurate statistical data monthly in conformance with established procedures. I. Provide ongoing public relations and community awareness presentations. J. Ensure attendance at Surveys (Exit Interviews & Group Meetings), Discharge Hearings, Resident and Family Council meetings and Citation Review. K. Conduct monthly in-service meetings for volunteers and staff. L. Conduct volunteer recognition activities to promote volunteer retention. M. Attend Ombudsman Program Managers meeting and agency meetings, as required. N. Interface with other Regional Managers, Intake Staff, and the Office of the State Long-Term Care Ombudsman. O. Utilize the Ombudsman Data Integration Network (ODIN) as a management tool. P. Successful completion of State Ombudsman Certification training. Meet annual State recertification requirements. Q. Follow the policies and procedures stated in the State LTC Ombudsman Core Curriculum and Program Guide. II. ESSENTIAL JOB FUNCTIONS A. Must be able to travel to LTC facilities within region B. Must be able to supervise staff, lead relevant trainings C. Must be able to outreach to increase volunteer and intern support D. Ability to provide supervision to MSW interns or ensure that it is provided E. In cases of work-related injuries or safety concerns, follow the policies and procedures stated in the "Injury and Illness Prevention Program" manual III. OTHER RESPONSIBILITIES Due to changing program demands, funding source expectations and /or changes in agency policy, as assigned, all staff may be expected to perform other duties. IV. POSITION QUALIFICATIONS A. Education Requirements Master's degree in social work, gerontology, human services, social science, or related field strongly preferred. B. Experience Requirements 1. A minimum of four (4) years--- experience in one or more of the following areas: gerontology, complaint investigation, mediation, negotiation, health care delivery, long-term care and/or advocacy. 2. Experience in volunteer management and staff supervision preferred. 3. Ability to communicate effectively in writing and orally. 4. Fluency in English (bilingual in Spanish preferred) C. Other Requirements 1. Candidates must not have worked at a long-term care facility or adult day service center for at least one year prior. 2. Must pass a criminal background check. 3. Must travel throughout Los Angeles County/City. 4. Must have a valid CA driver's license and proof of insurance. 5. Evening and weekend on call duty required periodically. 6. Excellent organizational and telephone skills. 7. Ability to interface/relate well with all levels of staff and with the public. 8. Working knowledge of Microsoft Office Software programs. 9. Ensure reporting of conflicts of interest immediately to Supervisor. 10. Ability to lift objects weighing up to 25 pounds. V. CONSTRAINTS This position is funded in part by the California Department of Aging, the City of Los Angeles Department of Aging, County of Los Angeles Community and Senior Services, corporate and private donations. The continuation of the position is contingent upon continued funding of the above referred to contracts. This position is exempt. VI. WORK ENVIRONMENT 1. The position is housed in a Regional office and spends time in the field visiting long-term care facilities. 2. The incumbent must ensure that field offices are secure when leaving the premises. 3. The incumbent may be expected to maintain office equipment.
